Uttar Pradesh Finance Minister Suresh Kumar Khanna presented the UP Budget 2026-27 in the State Assembly on February 11, outlining significant allocations for healthcare, medical education, and welfare measures for workers. The budget, presented under the leadership of Chief Minister Yogi Adityanath, reflects a broad focus on strengthening social infrastructure and inclusive development.
₹14,997 Crore for Medical Education
The government has proposed an allocation of ₹14,997 crore for medical education, reinforcing its commitment to expanding academic capacity and healthcare infrastructure.
Uttar Pradesh currently has 81 medical colleges, including 45 government-run and 36 private institutions, spread across 60 districts.
The number of MBBS seats has increased from 4,540 in 2017 to 12,800, while PG seats have risen from 1,221 to 4,995 during the same period.
Additionally, ₹1,023 crore has been allocated for the establishment and operation of 14 new medical colleges, aimed at improving access to medical education and healthcare services in more districts.
Focus on Specialised Healthcare
The budget proposes ₹315 crore for the Cancer Institute in Lucknow to strengthen oncology services and infrastructure.
Further, ₹130 crore has been earmarked to provide free treatment for patients suffering from incurable and critical diseases, offering financial relief to economically weaker sections.
An allocation of ₹25 crore has also been made for the AI Mission, signalling the government’s intent to integrate advanced technologies into healthcare delivery systems.
Welfare Measures for Workers
While presenting the budget, Finance Minister Suresh Khanna announced that labour addas (designated labour facilitation centres) will be constructed for workers who migrate from their homes and villages to cities for employment. The initiative aims to provide organised spaces and better facilities for daily wage earners.
Under the ex-gratia assistance scheme, registered unorganised workers on the e-Shram portal are being provided financial compensation in case of accidents. The government is providing:
- ₹2 lakh in case of death or complete disability
- ₹1 lakh in case of partial disability
In a first for the state, a pilot project has been launched to operate mobile health vans for construction workers. These vans are aimed at conducting health check-ups and providing health education services directly at worksites.

With major allocations for medical education, specialised healthcare institutions, and welfare measures for unorganised workers, the UP Budget 2026 presents a multi-sectoral approach focused on strengthening healthcare access and social security across the state. The initiatives are expected to improve healthcare delivery, worker protection, and overall human development indicators in Uttar Pradesh.
