Jharkhand to Introduce First-Ever ‘Toto’ Ambulance Service During Shravani Mela

In a first-of-its-kind initiative, the Deoghar district administration in Jharkhand is set to deploy ‘Toto’ (e-rickshaw) ambulances during the annual Shravani Mela to provide faster medical assistance to pilgrims in crowded areas.

Deoghar Civil Surgeon Dr Ramesh Kumar said that the massive influx of devotees during the world-renowned festival often leads to severe traffic congestion, making it difficult for conventional ambulances to reach emergency locations on time. To address this challenge and improve emergency response, the Health Department has decided to introduce Toto ambulances, which can easily navigate narrow and densely packed routes.

The e-rickshaw ambulances will be selected through a tender process and will be equipped with essential medicines and first-aid supplies. Each vehicle will also have trained healthcare personnel on board to provide immediate medical assistance. In emergency situations, the Toto ambulances will transport patients safely from congested areas to the nearest healthcare facility.

Dr Kumar highlighted that the compact size and maneuverability of these vehicles make them particularly suitable for operating in crowded pilgrimage zones, ensuring timely medical support for Kanwariyas.

Meanwhile, to enhance the overall pilgrimage experience, the National Highways Authority of India (NHAI) is implementing improved infrastructure and safety measures along the pilgrimage route. Every year, lakhs of devotees from India and abroad undertake the sacred journey from Sultanganj, carrying holy Ganga water to offer prayers at Baba Baidyanath Dham in Deoghar.

Keeping the safety and convenience of pilgrims in focus, NHAI is expediting the construction of the 45.159-km four-lane Basukinath-Deoghar section of National Highway 114A. Additionally, a dedicated Kanwariya pathway spanning 36.044 km and measuring 3.5 metres in width is being developed to allow devotees to travel safely without interference from vehicular traffic.
