Telangana’s efforts to strengthen healthcare delivery are set to receive a potential major boost, with the World Bank considering financing of around ₹4,500 crore for a comprehensive state healthcare transformation programme.
World Bank Financing Under Consideration
The World Bank is considering financing the ‘Telangana Strategic Vision for Attaining Sustainable Transformation in Health Care Program’, aimed at improving the utilisation and quality of priority health services across the state. The proposed World Bank Group financing stands at US$477 million (approximately ₹4,500 crore), as part of a total programme financing of US$1.64 billion. Negotiations have begun, and the programme is expected to be considered for approval in November.
Focus on Universal Health Coverage
The programme seeks to accelerate Telangana’s progress towards Universal Health Coverage (UHC) by moving away from fragmented, disease-specific programmes towards an integrated and person-centred healthcare model. Primary Health Centre-oriented systems will be strengthened to improve the state’s response to non-communicable diseases and address the healthcare needs of adolescents, women and older adults.
Support for Primary and Secondary Healthcare
The proposed programme would finance recurring expenditures linked to healthcare service delivery, including salaries, medicines, operating costs, training and outreach. It will cover primary and secondary care, reproductive, maternal, neonatal, child and adolescent health, NCDs, women’s health, adolescent health and elderly care. However, major infrastructure investments and large civil works will remain outside the programme.
Strengthening Governance and Accountability
The World Bank-backed initiative will also focus on improving governance, regulation, institutional capacity, monitoring and accountability across both public and private healthcare providers. The programme will use a Program-for-Results (PforR) financing approach to support measurable health-system reforms and innovation.
31 Million People Expected to Benefit
The programme is expected to directly benefit approximately 31 million people across Telangana, including adolescents aged 10–19 years, women aged 20–59 years and older adults aged 60 years and above.
The broader government health programme relevant to the initiative is estimated at around US$5 billion over six years, with the proposed PforR programme covering approximately US$1.64 billion. The initiative is expected to contribute to healthier communities, a more productive workforce and a stronger healthcare system in Telangana.
