The Uttar Pradesh government has approved a proposal to operate four government hospitals under the Public-Private Partnership (PPP) model, including the 300-bed Combined Hospital in Bareilly. The decision was taken during a Cabinet meeting on Oct 27, with the aim of expanding access to specialist medical services and modern treatment facilities across the state.

Under the approved arrangement, private entities will operate the four hospitals for a period of 30 years. The government aims to strengthen healthcare infrastructure and reduce patients’ dependence on hospitals in larger cities for specialised treatment.

Four Hospitals Approved for PPP Operations

The Cabinet has approved the PPP model for the 300-bed Combined Hospital in Bareilly, the 200-bed Maternal and Child Health (MCH) Wing in Tanda, Ambedkar Nagar, the 200-bed Divisional Hospital in Banda, and the 200-bed Maternal and Child Health Wing in Karwi, Chitrakoot.

These facilities will be developed to provide a wider range of medical services, including specialist consultations, surgical procedures, diagnostic services, and emergency care.

12 Specialties and At Least Three Super-Specialty Services

The hospitals will offer services across 12 medical specialties, along with at least three super-specialty disciplines.

The proposed specialty services include general medicine, general surgery, obstetrics and gynaecology, orthopaedics, paediatrics, ophthalmology, ENT, dermatology, dentistry, psychiatry, emergency and trauma care, critical care, and anaesthesiology.

Super-specialty services will include cardiology, neurology, and urology or nephrology, enabling patients to access advanced treatment closer to their homes.

OPD, Surgical and Emergency Services to Be Available

The hospitals will provide outpatient department (OPD) consultations, inpatient treatment, surgical services, pathology, X-ray, and other diagnostic imaging facilities.

Round-the-clock emergency and trauma care services will also be made available for patients requiring immediate medical attention, including accident victims and those with critical illnesses.

The expansion is expected to improve access to timely treatment and potentially reduce the patient burden on major referral hospitals.

Medical Services to Be Charged at KGMU Rates

Under the PPP arrangement, patients will be required to pay prescribed charges for OPD consultations, diagnostic tests, and other medical services.

According to the approved proposal, these charges will be based on the rates prescribed by King George’s Medical University (KGMU), Lucknow.

Cashless Treatment for Ayushman Bharat Beneficiaries

Eligible beneficiaries under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) will be able to receive cashless treatment of up to ₹5 lakh per eligible family annually, subject to the scheme’s coverage and provisions.

The government’s decision is expected to improve access to specialist healthcare services in Bareilly, Ambedkar Nagar, Banda, and Chitrakoot, particularly for patients who currently travel to larger cities for advanced medical treatment.

The implementation of the PPP model will determine how effectively these hospitals expand their clinical services, improve patient access, and strengthen healthcare delivery at the district level.
