NMC Proposes Strict Action Against Attempts to Influence Approval Process

The National Medical Commission (NMC) has proposed tougher provisions to prevent any attempt to influence its approval mechanism. Under the draft amendments, medical college applications could face outright rejection if institutions are found trying to exert pressure on the regulator.

Through a Gazette notification dated February 17, 2026, the Commission has suggested revisions to Clause 31(h) of the Establishment of Medical Institutions, Assessment and Rating Regulations, 2023. This clause deals specifically with attempts to pressure the regulatory authorities during the approval process.

At present, the regulation states that if a medical institution attempts to influence the Medical Assessment and Rating Board (MARB) or the NMC through any individual or agency, the processing of its application will be immediately halted.

However, the proposed amendment strengthens this provision. In addition to halting the process, the regulator will now have the authority to reject the application or request entirely if any such attempt is made.

This expanded power will apply to applications related to setting up new medical colleges, increasing seats, renewals, or seeking recognition.

The draft amendments have been approved by the competent authority and placed in the public domain for stakeholder feedback. The Commission has invited objections and suggestions before finalising the changes.

Once notified, the revised framework will be titled the Establishment of New Medical Institutions, Assessment & Rating (Amendment) Regulations, 2026, and will take effect from the date of publication in the Official Gazette.

Earlier, the NMC had also proposed broader amendments including additions and deletions of certain clauses to the Establishment of New Medical Institutions, Starting of New Medical Courses, Increase of Seats for Existing Courses & Assessment & Rating Regulations, 2023, through the same February 17, 2026 notification.
