Jharkhand may ease CEA Norms for Hospitals with up to 50 beds

Jharkhand is considering relaxing regulatory requirements for smaller healthcare facilities under the Clinical Establishment Act (CEA), an official said on April 16.

A delegation from the state chapter of the Indian Medical Association (IMA) met Additional Chief Secretary (Health) Ajoy Kumar Singh, seeking exemption for hospitals with up to 50 beds from the Act’s provisions.

The delegation pointed out that such facilities currently have to comply with 27 conditions, including obtaining no-objection certificates (NOCs) from the pollution control board and fire department, approval of building plans, and registration with the civil surgeon.

In response, Singh said a separate and simplified set of rules will be framed for Jharkhand under the Act. He added that the possibility of granting exemptions to smaller hospitals will be considered, and the new guidelines will align with schemes like Ayushman Bharat and the Mukhyamantri Abua Swasthya Suraksha Yojana.

He also said that district-level grievance redressal committees, headed by deputy commissioners, will be activated. The IMA delegation included Dr Bimlesh Singh, Dr Ajay Kumar Singh, and Dr Pradeep Singh.
