The Delhi government has approved the Delhi Industrial Policy 2026, introducing financial incentives for healthcare infrastructure, technology, employment generation and industrial development. Under the policy, hospitals with 1,000 or more beds may qualify for financial assistance of up to ₹100 crore.

The policy, approved by the Delhi Cabinet chaired by Chief Minister Rekha Gupta, establishes a 10-year framework to encourage investment across 10 priority sectors, including healthcare, IT services, data centres, logistics and manufacturing.

The government has allocated ₹1,000 crore under the Mukhyamantri Udyamshree Yojana for five financial years, from 2026–27 to 2030–31, to support implementation of the incentives.

Financial Assistance for Healthcare Projects

Under the healthcare provisions, eligible projects can receive capital investment assistance of 25%, subject to a maximum of ₹10 crore. The ceiling increases to ₹12 crore for women-led enterprises, while hospitals with at least 1,000 beds may qualify for assistance of up to ₹100 crore.

The policy also introduces recruitment incentives ranging from ₹50,000 to ₹60,000 for each specialist doctor hired.

Healthcare institutions can claim 50% reimbursement of eligible accreditation expenses, capped at ₹20 lakh. Wellness-related businesses may receive financial assistance of up to ₹1 crore.

Incentives for Digital Infrastructure and GCCs

Global Capability Centres (GCCs) will be eligible for 25% assistance towards digital infrastructure expenditure over five years, with a maximum limit of ₹50 crore. Women-led GCCs can receive up to ₹60 crore.

Additional incentives include recruitment assistance of ₹1 lakh to ₹1.2 lakh per employee, 40% office rental support capped at ₹2 crore, and 30% research assistance up to ₹5 crore.

IT and digital services companies can receive up to ₹10 crore for digital infrastructure development, increasing to ₹12 crore for women-led enterprises.

Support for MSMEs and Other Industries

The policy provides 25% financial assistance for technology upgrades undertaken by micro, small and medium enterprises (MSMEs), capped at ₹5 crore, or ₹7 crore for women-led businesses.

Additional incentives cover energy efficiency, rooftop solar installations, warehousing, cold-chain infrastructure, recycling facilities and precision manufacturing.

Data centres will also qualify for capital investment assistance and financial support for water-efficient cooling systems.

Single-Window System for Industrial Approvals

To facilitate implementation, Invest Delhi will serve as a single point of contact for investors, assisting with site selection, regulatory approvals, incentive applications and grievance resolution through the Delhi Udyog Mitra Portal.

The policy provides higher incentive ceilings for women-led enterprises across all 10 priority sectors, alongside additional recruitment incentives for employers hiring women.

Through the new framework, the Delhi government aims to encourage private investment, strengthen healthcare and industrial infrastructure, generate employment and support the redevelopment of existing industrial areas.
