Ladakh is preparing to establish its first government medical college in Leh, with academic operations expected to begin in the 2027-28 session. The Union Ministry of Health and Family Welfare has granted a one-time relaxation allowing the recruitment of faculty and supporting staff before the institution’s infrastructure reaches 80 per cent completion.

The decision will enable the Union Territory administration to begin phased recruitment against 103 sanctioned regular posts while construction of the proposed Government Medical College (GMC) at Stipuk Pharka continues.

Centre Relaxes Infrastructure Requirement

In a communication dated October 13, 2026, the Union Health Ministry approved the relaxation following a request from Ladakh Lieutenant Governor V K Saxena.

Under the earlier requirement, recruitment could begin only after 80 per cent of the college’s infrastructure had been completed. The relaxation allows the administration to proceed with staffing preparations alongside construction to support the planned academic schedule.

Saxena welcomed the decision and expressed gratitude to Union Health Minister J P Nadda for considering the administration’s request.

Recruitment to Follow Academic Requirements

The 103 regular positions were originally sanctioned by the Department of Expenditure on November 27, 2024.

According to the ministry’s communication, recruitment will be carried out in phases based on the academic requirements of the institution from the 2027-28 session onwards.

The ministry has specified that all appointments must be made on a regular basis and strictly follow the approved recruitment rules.

The Department of Expenditure has examined the proposal and granted its agreement subject to certain conditions.

Temporary Facilities to Shift to Permanent Campus

The Centre has also directed the Ladakh administration to ensure that any interim arrangements established for the medical college remain temporary.

Once the permanent infrastructure at Stipuk Pharka is completed, academic and related facilities operating under interim arrangements must be transferred to the dedicated campus.

The administration must establish reasonable timelines for completing the infrastructure and inform the Department of Expenditure when the transition takes place.

Medical Education Opportunities for Ladakh Students

The proposed institution is expected to improve access to medical education for students in Ladakh, who currently have limited opportunities to pursue medical studies within the Union Territory.

The medical college is also expected to contribute to the region’s healthcare workforce and support the development of medical services in an area where difficult terrain, extreme weather and geographical isolation create challenges for healthcare delivery.

The Lieutenant Governor has stated that the administration will make the necessary arrangements to receive the first batch of students in the 2027-28 academic session.

With the recruitment relaxation now approved, the administration can proceed with preparatory staffing activities while work continues on the permanent campus.

The development represents an important step towards establishing Ladakh’s first medical college, although the commencement of academic operations will depend on completing the necessary infrastructure, staffing and regulatory requirements.
